Access by Victorian students to music education is currently highly variable (as it is nationally). In particular there are significant deficits in the opportunity to participate and engage in continuous, sequential and developmental music programs, especially during the primary years.

In order to improve the provision and quality of music education in Victorian schools: That VIT, in conjunction with teacher education providers and AITSL, prescribe minimum standards of music discipline competence and pedagogical knowledge for graduating primary teachers.

Recommendation 8:

In order to improve the provision and quality of music education in Victorian schools: An investigation be conducted into the piloting of alternative models of primary teacher education courses which may allow specialisation in a smaller number of disciplines.

Recommendation 6:

In order to improve the provision and quality of music education in Victorian schools: Implementation of the Australian curriculum in its Victorian context, a clear set of guidelines to schools be issued setting out explicit minimum time and resource requirements to support high quality, continuous, sequential and developmental music courses.
